Findings 1
The most targeted location in 2024 by number of attacks was the United States. The second
most targeted location was the United Kingdom, followed by Europe in general (referring to
attacks that have targeted Europe as a whole and were not focused on a specific country on the
continent).
The ongoing Russo-Ukrainian war that also sparked and incited cyberwarfare between the two
countries, inciting attacks both by state-sponsored actors as part of the war effort and by
hacktivist threat actors.
Many pro-Russian and pro-Palestinian hacktivist groups popped up in the wake of both wars.
These groups select and target victims according to the side of the conflict they are on. Apart
from targeting the countries that are directly involved in the conflicts (i.e. Ukraine and Israel),
these groups also target countries that support Israel and Ukraine or are perceived by the
attackers to be supporting them.
Since the beginning of the Israel-Gaza war began, some Russia-aligned groups have expressed
pro-Palestinian support and initiated cyber-attacks against Israel. In parallel, pro-Palestinian
actors that previously targeted Israel and its allies have also begun aligning their attacks with
Russian interests.

Top Threat Actors
The top threat actors in 2024 remained consistent with our 2023 findings, with nation-state
actors increasing slightly from 33% to 36%. This could be due to the ongoing regional and global
conflicts and the involvement of cyberattacks as a tactic to support the different sides of the
conflicts.
