When examining the languages used in cyber-related messages on Telegram, it is clear that the
adoption of the new platform has not been the same for each user-community, as shown in Graph 3.
The graph reviews the top ten languages in 2022 on Telegram (left) and the Dark Web (right). While
English was always the dominant language in the Dark Web, Chinese seems to predominate cyber-
related groups on Telegram. Chinese cybercriminals indeed face much more difficulties accessing the
Dark Web as China active blocking it, thus pushing them into more easily accessible IM applications
such as Telegram.

Telegram has also enabled new communities of Farsi and Indonesian users to
enter the top-ten list, replacing Italian and Turkish user-communities, which were more prominent on
the Dark Web.

Telegram is also blocked in China, yet it is much more easily accessible via VPN services from the mainland
than Dark Web resources, especially those operating on TOR.
