A quantum computer uses quantum bits, referred to as qubits, instead of the bits used by conventional computers. By doing so, a quantum computer can store an enormous amount of information and use less energy than a conventional computer. In quantum computing the traditional laws of physics no longer apply, and as a result, chip developers will be able to create processors that are significantly faster (a million or more times) than the ones used today. Quantum computers will be able to solve problems previously considered impossible for conventional computers due to their complexity – and do it almost instantaneously. This holds great promise in many areas including medical research, artificial intelligence and even cyber security. This could accelerate the investigation of cold cases, improve password guessing, enable faster identification of patterns and trends in crime analysis, and allow more efficient processing of large amounts of unstructured data 33 . Europol has warned that “malicious actors in possession of a quantum computer would have the opportunity to break traditional security standards, orchestrate far more sophisticated cyber-attacks or decrypt information and communications.Criminals and bad actors could gain access to extremely sensitive information, ranging from law enforcement databases and national security documents to hospital patient records and banking credentials 34 . Impact: NEXT-GEN CAPABILITIES With quantum technologies, law enforcement agencies may be able to “supercharge their criminal investigative capabilities through revolutionary improvements in machine learning, the analysis of large and complex datasets, decryption and forensics.” However, in the wrong hands, quantum computing will also enable solving the algorithms behind today’s standard encryption keys that underpin online security and protect the internet’s infrastructure.
